City Hall. For thirty years, nothing in Los Angeles was allowed to be taller than this. The city wrote it into law and then built the exception itself.

City Hall opened in 1928, twenty-eight stories, capped by a stepped tower modeled loosely on the Mausoleum at Halicarnassus. Earthquake fears had produced a height limit of about a dozen stories across the city, and the new civic building was exempted from it - which meant that for three decades the seat of government was also the tallest thing on the horizon, visible from everywhere, unrivaled. The concrete in its tower was mixed with sand from every county in California and water from each of the state's twenty-one missions.

Then the limit was lifted and the skyline filled in around it. The tower did not shrink; the city simply grew up to meet it. It remains the single silhouette that reads as Los Angeles without a palm tree or a sign attached - a piece of civic ambition from a city that is usually accused of having none.

What's with Anna May Wong? One of those arrival stories produced a film pioneer. She was born in Los Angeles in 1905, the daughter of a laundryman on North Figueroa Street, and grew up between her family's business and the city's old Chinatown. She talked her way onto film sets as a teenager and by the mid-1920s was the first Chinese American movie star — then spent a career pushing against the narrow parts the studios offered her, leaving for London and Berlin in 1928 to find better ones and returning as an international name. In 1951 she became the first Asian American to lead a United States television series. In 2022 the United States Mint honored her on a quarter in the American Women Quarters Program, the first Asian American to appear on U.S. currency.
